However, the state budget and the ability to mobilize domestic capital from three key channels—bank credit, the stock market, and the bond market—still face many limitations and challenges.

Unlocking medium and long-term investment capital from the international bond market is a common practice and plays a crucial role and significance, in addition to traditional financing channels in the domestic financial market such as bank credit, stocks and government bonds, and corporate bonds, for many countries and large economic corporations around the world.

For Vietnam, the strategic orientation of mobilizing medium and long-term investment capital resources in the international capital market is not merely about adding another channel for capital flow in the economy, but about unlocking capital flows of far greater significance. This is an opportunity for Vietnam to re-establish its national benchmark interest rate in the global financial market, ensuring both the need to mobilize international capital in each development period and contributing to gradually reducing the cost of capital mobilization for the national economy.

Difficulties and Challenges for Traditional Domestic Capital Channels

According to estimates from the Ministry of Finance, the demand for medium and long-term investment capital for the Vietnamese economy in the period 2026–2030 is at least VND 38.5 million billion (approximately over USD 1,400 billion), equivalent to about 40% of the national GDP. Therefore, the urgent need to develop Vietnam’s capital market is no longer simply about finding solutions to supplement bank credit, but is becoming a crucial strategic requirement for achieving high economic growth in the period 2026–2030, linked to the national development vision and strategic orientation until 2045.

According to World Bank forecasts, Vietnam’s infrastructure investment needs are approximately US$30 billion per year, and the cumulative deficit for the period 2019–2040 could reach US$94 billion. Between 2019 and 2023, the economy mobilized an average of US$53.5 billion annually through the banking sector, while capital raised through the stock market only reached about US$2.9 billion per year. These figures show that the banking system still plays a very large role in supplying capital to the economy, including many long-term capital needs.

In principle, the national financial structure needs to be rebalanced. Commercial banks primarily mobilize short- and medium-term capital, while the financing requirements for key national projects such as highways, railways, seaports, energy, and urban infrastructure have lifespans of 10-20 years, or even longer. If Vietnam continues to rely too heavily on bank credit, the economy faces the risk of maturity mismatch and limitations in allocating credit to the production and business sectors. Furthermore, the banking system cannot meet this demand of the economy, especially when Vietnam aims to maintain double-digit national economic growth for an extended period.

According to statistics from the Department of Debt Management and External Economic Relations (Ministry of Finance) on the public debt borrowing and repayment plan for 2026, the government’s borrowing plan is a maximum of VND 969,796 billion; including a maximum of VND 583,700 billion to cover budget deficits, no more than VND 376,005 billion for principal repayment, and approximately VND 10,092 billion for on-lending. Sources of funding include government bond issuance, ODA and preferential loans, government bond issuance on the international market, and other legal sources. Domestic issuance alone is projected at approximately VND 500,000 billion.

Therefore, Vietnam’s medium- and long-term goal should not be to replace domestic capital with foreign capital, but rather to have a more balanced financial structure, with the budget and banks playing a fundamental role; while the bond market, equity capital, PPP investments, infrastructure investment funds, and international capital flows share responsibility for meeting the medium- and long-term investment capital needs of the national economy.

According to data from the State Bank of Vietnam, as of June 29, 2026, the total outstanding credit of the entire system reached approximately VND 20.03 million billion, an increase of 7.73% compared to the end of 2025. In the first half of 2026, the banking system added approximately VND 1.4 million billion in capital to the economy. Credit flows continue to be prioritized for production and business activities; especially priority sectors of the economy such as small and medium-sized enterprises, agriculture, rural areas, and other important national growth drivers.

The scale of credit continues to demonstrate the leading role of the banking system in supplying capital to the economy. However, the credit growth rate is currently higher than the deposit growth rate. According to statistics from Saigon Ratings, as of June 26, 2026, total credit increased by approximately 7.41%, while deposits by credit institutions only increased by more than 5.02% compared to the end of 2025. This gap puts pressure on the cost of capital, liquidity, and maturity balance, especially given that the demand for medium and long-term loans for investment in infrastructure development, real estate, technology, and large-scale national projects is projected to continue increasing in the medium and long term.

Overall, the banking system remains the primary channel for capital flow in the economy, but is facing pressure regarding capital balance and asset quality. The stock market has made significant progress in terms of scale, infrastructure, and upgrades, but the diffusion of capital flows needs further strengthening. The corporate bond market, although showing signs of recovery and gradual stabilization, is developing selectively, with increasingly clear differentiation based on the credit quality of issuers.

In the short and medium term, the domestic corporate bond market is projected to continue facing several difficulties and challenges regarding market confidence and liquidity, the trend of rising interest rates, the generally short maturity periods of bonds (around 2-5 years), and the limited scale of capital mobilization (a few hundred billion to a few thousand billion VND). Simultaneously, individual bondholders are considering and comparing these options with more suitable investment channels (such as hoarding gold, foreign currency, buying real estate, savings accounts, etc.), while institutional investors remain very limited.

Mobilizing international capital – An inevitable trend in the long term.

(Mr.): Phung Xuan Minh, Chairman of the Board of Directors of Phat Thinh Group & Saigon Ratings.
