The 2014 issuance raised US$1 billion with a 10-year maturity and a 4.8% coupon. As of September 29, 2026, there has been no official announcement indicating that the Vietnamese government has completed a new international bond issuance after 2014. The 2026 public debt borrowing and repayment plan has included issuing government bonds on the international market as a capital raising instrument. Therefore, it should be understood that Vietnam is in the process of preparing to return to the market, rather than having completed a new sovereign bond transaction.

According to VnExpress.net, on September 18th, the Ministry of Finance, the State Bank of Vietnam, and other relevant agencies organized a non-deal roadshow (NDR) to meet with international investors without issuing international bonds. The Ministry of Finance stated that the upcoming international investor outreach event is solely for promotional purposes and information updates, and does not involve offering or issuing bonds. According to the Ministry of Finance, organizing NDRs is a regular activity aimed at maintaining relationships and updating macroeconomic information on Vietnam to international partners. This move indicates that Vietnam is considering returning to the international bond market, for the first time since 2014.

FTSE Russell’s upgrade of the Vietnamese stock market will first and foremost directly impact the stock market, a very positive signal reflecting the process of reforming infrastructure, institutions, and standards to bring the Vietnamese stock market closer to international investors. However, improving market access is a necessary condition. To attract sustainable international capital flows, Vietnam needs a comprehensive strategy in which solutions must be prepared and implemented synchronously.

The challenge of attracting capital, therefore, is not only raised after the market has been upgraded. Preparing the capacity of businesses, the quality of goods, the foundation of institutional investors, and the ability to meet the requirements of long-term capital flows need to be done simultaneously with infrastructure reforms. In this process, developing various types of funds is considered a crucial link, as these funds and institutional investors are the bridge that brings international capital into Vietnam.

However, the capital market includes not only stocks but also bonds. Therefore, a more noteworthy long-term value is the potential for spillover effects from the stock market to the bond market. This is also an area with significant room for Vietnam to expand its ability to raise international capital. If this condition is met, the potential for the bond market is enormous. In fact, the global bond market is much larger than the stock market. In a favorable scenario, the amount of international capital that can access and invest in the Vietnamese bond market is expected to reach approximately US$10–20 billion annually, significantly higher than the direct capital flow from the stock market upgrade.

However, the realization of this capital flow depends significantly on the international financial environment. Recent geopolitical shifts and rising oil prices have increased inflationary pressure, leading to changes in monetary policy expectations. The US Federal Reserve (Fed) has raised interest rates, while many central banks in Europe and Asia have also tightened their lending. This directly puts pressure on international capital raising activities. For Vietnamese businesses issuing bonds abroad, the yield on US government bonds often serves as an important benchmark. When the yield on 10-year US government bonds is high, the cost of international capital becomes more challenging, not only for businesses but also for other issuers in the market.

In this context, instead of simply waiting for favorable external conditions to return, the issue is to leverage the current period to strengthen the market’s internal capacity. Continuing to consolidate and strive to gradually improve Vietnam’s national credit rating from “speculative” to “investment grade,” improving the quality of corporate credit, expanding the investor base, and further perfecting the financial market infrastructure are crucial steps that need to be proactively addressed according to the roadmap from now until 2030, as set out by the Government.

Thus, upgrading the stock market can be seen as a first step in bringing Vietnam’s capital market closer to global capital flows. If stocks provide the first gateway for international capital, improving the conditions of the bond market will determine the ability to expand channels for mobilizing long-term investment capital, which will significantly supplement resources for the economy in the new development phase.

A new wave of international issuances by Vietnamese businesses and banks.

While the government sector is still in the preparation phase for its return to the international market, the corporate and banking sectors have seen a clear new wave of bond issuance since 2025. Data published on the HNX Corporate Bond Information Portal shows that several companies have recently conducted transactions focusing on issuing USD-denominated bonds with maturities of 3-5 years, executed in Hong Kong, Singapore, and Vienna.

The latest information indicates that Vingroup Corporation issued international bonds (code VICD2328003) worth US$350 million on April 16, 2026, with a 5-year maturity date of April 16, 2031, and listed in Vienna. The bond issue consists of 1,750 bonds, each with a face value of US$200,000. This is the latest international bond issuance by a Vietnamese enterprise as reported by the HNX (Hanoi Stock Exchange). Previously, on December 16, 2025, Vingroup issued bond issue VICD2328002 worth US$325 million, also with a 5-year maturity, in Vienna. The completion of these two fundraising transactions, totaling US$675 million within four months, shows that international bonds are beginning to attract renewed interest and are being used more proactively by some Vietnamese businesses.

The banking sector also recorded several notable transactions. HDBank issued US$50 million in 3-year international bonds in Singapore as of September 30, 2025, and will issue another US$50 million as of December 23, 2025. The capital raised from these bond issuances is expected to supplement credit sources to finance or refinance projects that meet HDBank’s Sustainable Finance Framework.

On November 28, 2025, SeABank privately issued $150 million in international bonds with a 5-year maturity to IFC and AIIB. Prior to that, on September 15, 2025, VPBank completed the issuance of $300 million in international sustainable bonds with a 5-year maturity in Hong Kong; IFC invested $200 million and Proparco invested $100 million. VPBank stated that these funds will be allocated to finance investment projects related to green finance, social and sustainable development in the Vietnamese market.

Thus, the newly verified transactions from September 2025 to April 2026 alone include VPBank’s $300 million, two tranches by HDBank totaling $100 million, SeABank’s $150 million, and two tranches by Vingroup totaling $675 million – corresponding to a nominal size of approximately $1.225 billion. This figure does not represent the entire international corporate bond market of Vietnamese businesses, but it shows a notable recovery signal for this capital channel.

From the perspective of a credit rating agency, Saigon Ratings believes that what is noteworthy is not only the scale of capital but also the diversification of the investor structure and the purpose of capital utilization. The participation of IFC, AIIB, and Proparco in banking transactions shows that international financial institutions can act as anchor investors, supporting the standardization of a sustainable financial framework and creating a credit effect. Meanwhile, the listing of bonds by Vietnamese companies in Vienna, Singapore, or issuance in Hong Kong demonstrates the increasing focus on accessing international capital centers.

However, these are still individual transactions concentrated among a few large issuers. To transform the recovery signals into a sustainable international capital market for Vietnam, it is necessary to simultaneously establish a sovereign benchmark, improve the quality of corporate credit ratings, standardize information disclosure, manage foreign exchange risks, and expand the pool of long-term investors. The current ceiling on Vietnam’s national credit rating, at a “speculative” level, is a major bottleneck for the government and businesses in raising capital through international bonds, with an updated government yield curve being a crucial basis for pricing bonds when the Vietnamese government or businesses issue bonds to the international market.

When a country is absent from the international bond issuance market for an extended period, investors must use CDSs, older bonds, or compare them with comparable countries. The uncertainty in pricing is therefore higher, and the issuer may have to pay an additional new issue premium. The strategic question is not just whether the government needs to borrow USD, but whether Vietnam needs a modern sovereign benchmark to reduce bond pricing friction for the entire national economy. The answer is yes.

From creditworthiness to national capital costs

Mobilizing international capital – An inevitable trend in the long term.
