Growth momentum across quarters shows an improving trend, with GDP in the third quarter increasing by 9.95%. This is an important basis for the economy to maintain a high growth rate in the fourth quarter of 2026 if Vietnam’s economic growth drivers in production, public investment, consumption, and exports continue to be effective.

However, a positive outlook does not mean that risks have diminished. Inflationary pressures, trade deficits, exchange rates, energy prices, global trade developments, and credit quality remain factors that could significantly impact growth in the final months of 2026. Therefore, the focus of economic policy needs to gradually shift from promoting quantitative growth to maintaining high growth while ensuring macroeconomic stability and improving the quality of growth.

Investment, production, and consumption will continue to be the three key drivers in Q4 2026.

In the fourth quarter, public investment is expected to continue playing a leading role through infrastructure projects in transportation, logistics, urban development, and energy. Accelerated disbursement will not only directly contribute to aggregate demand but also create a ripple effect on construction, materials, transportation, and related service sectors. Besides public investment, foreign direct investment (FDI) continues to be a crucial driver. The strong increase in registered and disbursed FDI in the first nine months shows that Vietnam remains attractive to international investors, especially in the processing, manufacturing, and technology sectors.

Industrial production is also likely to maintain its growth momentum as businesses enter their peak production cycle to meet demand at the end of 2026. However, rising inventory levels and uncertainties regarding international trade suggest that the potential for production expansion needs to be monitored in conjunction with actual demand.

In the consumer sector, the 2026 year-end shopping season, tourism, services, and commercial activities are expected to continue supporting increased domestic aggregate demand. If income, employment, and consumer confidence maintain positive growth, the service sector could continue to make a significant contribution to Vietnam’s economic growth in the fourth quarter of 2026.

Exports remain a major driver, but are more dependent on the global trade environment.

With its high degree of economic openness, Vietnam’s prospects in the remaining months of 2026 continue to depend significantly on developments in global trade. The strong export growth in the first nine months of 2026 shows that the export-oriented manufacturing sector remains resilient. However, trends in trade protectionism, tariff adjustments, and competition among major economies could impact orders, production costs, and investment decisions.

An updated report by the Asian Development Bank (ADB) in September 2026 indicated that developing economies in Southeast Asia continue to have relatively positive growth prospects, with regional growth projected at around 4.7% in 2026 and 4.9% in 2027. However, the organization also warned of risks from high energy prices, El Niño, geopolitical instability, and the potential for increased global trade protectionism. For Vietnam, this necessitates continued diversification of export markets, increased localization rates, and enhanced domestic value creation, rather than over-reliance on processing and large-scale imports of raw materials.

International organizations maintain a positive assessment, but forecasts remain mixed.

International organizations generally continue to rate Vietnam as one of the fastest-growing economies in the region, but specific forecasts still vary due to update timing and assumptions about trade, energy, and policy.

In its September 2026 update report, the ADB raised its GDP growth forecast for Vietnam for 2026 and 2027 to 7.8% and 7.6%, respectively (up from 7.2% and 7.0% in the previous report). The ADB also increased its inflation forecast for 2026 and 2027 to 4.3% and 4.0%, respectively (up from 4.0% and 3.8% in the previous report).

Meanwhile, the World Bank, in its May 2026 report, forecasts Vietnam’s economy to grow by approximately 6.8% in 2026; while emphasizing the role of exports, investment, and institutional reforms in the medium-term outlook. The World Bank also noted that the ability to increase domestic value added, enhance linkages between FDI enterprises and domestic businesses, and improve productivity will be decisive factors for sustainable growth.

However, the above forecasts from several international organizations were made and published before the full results of Vietnam’s GDP growth for the first nine months of 2026 were available. Therefore, the actual national economic growth rate of 9.01% in the first nine months shows that the Vietnamese economy is performing more positively than many previous assumptions.

Vietnam’s economic growth in 2027

The year 2027 can be considered a pivotal milestone for Vietnam to shift from the goal of “high economic growth” to “high, stable, and sustainable economic growth of high quality.” This will contribute to establishing more important and solid foundations for a new economic development cycle, in the era of national progress.

Saigon Ratings believes that the economic outlook for 2027 is positive, but the quality of growth will become a more important criterion than the country’s GDP growth rate. The crucial question will not only be what percentage of GDP Vietnam will grow annually; but rather what drivers will drive that growth and how sustainable its quality will be. Therefore, Saigon Ratings suggests:

Firstly , if strong economic institutional reforms continue, creating an attractive investment environment and improving productivity will contribute to economic growth momentum in the medium and long term. Coupled with effective inflation and financial risk control, improved public investment efficiency, strengthened financial markets, and enhanced capacity to attract new-generation FDI, Vietnam has the foundation to maintain its position as one of the fastest-growing economies in the region.

Secondly , to sustain high growth rates in 2027, Vietnam needs to shift significantly from a growth model heavily reliant on investment capital to one based more on productivity, technology, and efficient resource allocation. The first priority is to continue improving the business environment and reducing compliance costs for businesses. Bottlenecks in investment procedures, land, construction, energy, and access to capital need to be addressed comprehensively.

Thirdly , public investment should be used as a tool to create new productive capacity rather than just to boost short-term aggregate demand. Investment in developing transportation infrastructure, seaports, logistics, electricity, and digital infrastructure can create a greater spillover effect on the private sector.

Fourth , Vietnam needs to develop its financial markets more deeply and comprehensively, especially the corporate bond market and the stock market, in order to gradually reduce the economy’s dependence on bank credit.

Fifth , FDI attraction policies need to shift from prioritizing quantity to quality, technology, and the ability to link with domestic businesses.

Saigon Ratings.
