Saigon Ratings is the first credit rating agency in Vietnam, licensed by the Ministry of Finance in July 2017 and officially operated from the beginning of 2018 until now.
Implementing the organizational development strategy for the period 2024 – 2030, Saigon Ratings needs to invite, discuss interviews and recruit high-level personnel: Position of Deputy General Director in charge of professional work (or position of Chairman of the Credit Rating Committee).
JOB DESCRIPTION
- The position of Deputy General Director in charge of professional work (or Chairman of the Credit Rating Committee) is assigned by the General Director of Saigon Ratings to direct, supervise and organize the comprehensive management and operation of professional activities of Professional Division and directly report the results of individual work performance to the General Director.
- Chair and advise the General Director on the development of annual action programs; weekly and monthly specific work plans of the Professional Division and submit them to the General Director for consideration and approval; at the same time, directly direct, supervise and comprehensively manage key professional tasks, including regularly carrying out activities on research, updating information, adjusting and improving the quality of the core professional foundation of Credit Rating; step by step implement the plan periodically for 6 months and annually in order to gradually improve the system of professional business processes; associated with regularly organizing professional seminars and conferences internally and domestically (internationally if any); carry out professional activities to provide services to the market to ensure high requirements for excellent service quality, work efficiency and implementation time schedule.
- Advising and coordinating effectively with the General Director to develop strategies and plans inviting cooperation, recruitment, internal and international professional training; at the same time, implement the Project on building and developing high-quality professional human resources in order to ensure the requirements in terms of quantity, quality and personnel structure in accordance with the requirements of organizational development in each specific period.
- Direct the research, learning and creative application to the organization of professional knowledge, Rating business process system, professional management experience and service delivery activities in order to gradually meet Saigon Ratings requirements in accordance with operational practices and service quality standards of CRAs the world and the Asian region.
- Take direct and comprehensive responsibility to the General Director for directing, managing and supervising activities in improving the effectiveness, efficiency and quality of operation, implementation of the professional process system, and compliance with the organization’s internal control system.
- Carry out the responsibility of leading, motivating and inspiring towards the goal of maximizing motivation, quality and work efficiency, including management personnel of Professional Division, Department, Head, Deputy Professional Group, Analyst and member of the Credit Rating Committee, Assistant and Professional Secretary.
- Chair and effectively coordinate with the Human Resources & Legal Department to perform the function of supervising, measuring KPIs and comprehensively evaluating the compliance with labor discipline, quality and efficiency, and work performance of each collective and individual to ensure strict compliance with the professional business process system; Internal Control system; at the same time, evaluate the classification of personnel quality and work achievements, report to the Reward and Discipline Emulation Council and the General Director periodically for 6 months and annually to serve as a reference basis for the implementation of appropriate personnel
- Establish working relationships, invite, interview and advise the General Director on the recruitment or co-employment of full-time or part-time collaborators, for Senior Analysts or qualified Rating Committee members, professional capacity and practical work experience in domestic and international markets, suitable to the requirements and professional personnel needs of the organization in each specific time.
- Coordinate with the General Director in implementing annual or irregular activities of ACRAA Association and external cooperation activities, partnership cooperation in cases required.
- Advising the General Director to implement the plan of training, coaching, empowering challenges, assessing quality and management potential; go hand in hand with the implementation of the planning to appoint personnel to manage the Professional Division, Department and Team Leaders, Deputy team leader or leading industry experts of the organization.
- Quarterly, 6 months and annually perform tasks on researching and evaluating the quality of service provision of direct competitors in the domestic market and report on solutions to improve the competitiveness of professional quality of the organization to the General Director.
- Cooperate with members of the Board of Directors to develop strategies, action plans and business development plans in the short, medium and long term to enhance capacity, competitive position and sustainable organizational development.
JOB REQUIREMENTS
- Degree from University or higher in economics and finance and at least 7-10 years of working experience in the financial sector and at least 5 years of middle or senior management in large corporate and financial institutions, have a national or international reputation. Priority is given to personnel with international professional certificates ACCA, CPA, CFA…. and have experience in middle or senior management in international CRAs and Asian region.
- Personnel need to have deep knowledge and experience in strategic operations, management, organizational operation management and high-level consulting and have experience working with the startup environment.
- The mode of work can be through full-time employment or part-time co-op.
- Personnel with excellent leadership skills, strong opinions and personal integrity; At the same time, the ability to communicate and behave excellently, with the ability to create and build effective and strong cooperation relationships with stakeholders within the organization and in the domestic and international market at all levels.
- Proficiency in English language skills, have knowledge of informatics software, technology and ability to apply informatics and technology to professional work.
